Lol at Snoop was "hating." Go watch his Breakfast Club interview about how he welcomed 2Pac to Death Row, which was his at the time. Snoop saw the situation as the Warriors adding KD to an already championship team. That's what Death Row was once 2Pac joined. Now was there resentment from lesser known artists on the label? Sure. Everybody's albums like Rage, Danny Boy and Nate Dogg's got pushed back once all focus was on 2Pac.

I think lot had happened to make snoop change his opinion about B.I.G Snoop was shot at, and just had a murder trial. I think with everything that happened snoop was looking at life different and knew that the beef with Biggie wasn't going to end good. He was the bigger man by trying to be peaceful. I know a lot of people will not like what I said but Snoop almost lost his life to prison for murder and was shot at, I think that makes you look at life different. Yes Tupac had his reasons to be mad , and Snoop should've explained himself how he felt, but Suge would've probably tried make him drink urine or something.
