At first he did basically what Keaton did, where the Batman voice was more of a rhaspy whisper. Over time though he made it a deep and powerful voice that was much more intimidating.

The best example of this is from the early episode "On Leather Wings". There's a part of the episode where he answers the phone as Bruce Wayne, but he's in the Batcave in full costume and it's SO disorienting.

I just love Kevin Conroy as Batman ! :) He is the Batman when it comes to the voice :). Whenever i read a Batman comic book i hear his voice when i read it :) . Batman TAS , Mask of the Phantasm and Justice League made my childhood thanks to Kevin Conroy and the other actors :) . They sure don't make animated shows like they used to nowadays .

I'm 42 and I remember coming home from school and watching the premier of Batman the animated series and let me tell you I was like OMG this is so freaking cool everything about it was so extraordinary it's edged in my heart and mind the very best Batman animated series ever and when I hear that voice when ever I think of how batman would really sound like there just no doubt in my mind it's Kevin Conroy! He was is and always will be BATMAN !!!!! I will definitely miss him and my condolences to the whole family. Rest easy Bruce 😢

Actually, I believe that the two voices idea was dropped in later episodes of Batman The Animated Series, not New Batman Adventures. There’s a clip on KZbin where Batman meets Ra’s Al Ghul from the animated series, and Bruce Wayne talks in his Batman voice, unmasked. I think, correct me if I am wrong, that the two voices idea was dropped much earlier.

Bruce meets Ra's unexpectedly when Ra's suddenly appears in the Batcave and it's clear Ra's knows exactly who Bruce is. Other times you can see it though is when Bruce is speaking with Alfred alone.

What I really liked is how he started out with two voices (a suave voice for Bruce Wayne and a whispery voice for Batman) but then gradually moved to one cold-sounding monotone voice for both. It really showed how Bruce just became more cynical and consumed by Batman over the years.
