Now the intresting thing is what if the biker moved relatively slowly than the rain. I know its a hypothetical situation but still an interesting one.

Very interesting, but you can think on it , According to the question rain drop will hit the umbrella with the speed of 13 m/s which is vector sum of velocity of biker and rain drop velocity of we reduce the velocity of biker the rain drop will come to the umbrella with slow speed because speed of rain on umbrella depend on velocity of both , You can think like this , if velocity of very slow it means biker is at rest assume then rain drop will hit the umbrella with 5 m/s but before when biker was with 12 m/s then rain drop was hitting with 13 m/s so reduction in biker velocity cause of slow rain drop come to umbrella.

Since the velocities are not parallel to each other, we can't just add the numbers. So it won't be 5-(-12). The general way to add vectors is by connecting them head to tail, and forming two sides of a triangle. Then the length of the third side represents the answer.
