So the lights were installed when the bridges were built and they looked great. Vandalism and no maintenance made them get shut off a few months later. Then all of the sudden, a few months before the Superbowl in Houston, they were redone. Why can't we approve a small budget every year to keep them maintained and not these big spends every 6 or 7 years because they are not touched in-between????
