It is a handy feature. I have had a situation when using the level 1 charger at 12 amps/120V on a 15 amp circuit the breaker kept tripping. There probably was another current draw on that circuit so by reducing the level 1 charger to 10 amps the breaker no longer tripped and after 14 hours we had sufficient charge to return home.

Not all Kia EV’s came with adjustable Level 1 chargers. My daughter’s 2019 Niro EV’s unit only operates at a full 12amps 120V.
