Just like Jake/Jamie lost his "power" (as he said so to Kerry), so did the actual Wraith (the car), the spirit, that helped him with his vengeance. Jake gave his brother keys to an ordinary Dodge M4S Turbo Interceptor, not to the black Wraith. You can see, that it's a stock Dodge M4S and not the all black killer car from earlier. The premise of course is, that it's the same car, but since it lost its power, it's no longer the "weapon", that killed Packard and his gang, it's just an ordinary car, that happens to be the same model as the killer car. The Wraith was supernatural, the final gift to Jamie's brother isnt. And the cops had a clear idea in the end, sheriff Loomis was investigating Packard and the mystery of Jamie's demise. The case was closed, as the only surviving member of Packard's gang was Rughead (I think, the geek with the glasses, who usually started the races with a piece of cloth), who wasn't involved in Jamie's murder in any case. That's also, why the Wraith waited for him to leave their workshop and then rammed it, killing the two guys in there. He spared Rughead very clearly, because he knew, that the guy was basically innocent.

He didn't. He gave Billy keys of an ordinary car. The Wraith was supernatural, the car, that Billy received wasn't. There's a clear difference, the Wraith is all black, the final gift to Billy isn't. You can see that in the scene, where the car pulls next to Kerry and Jake/Jamie steps out of it, turns from the mysterious "Stig" into Jake and said, that this was his last change, he won't be able to do it again, implying that he lost his powers. And so did the car. It's no longer that pitch black killer weapon used to avenge Jamie, it's an ordinary Dodge M4S Turbo Interceptor. And that's what Jake/Jamie gives Billy as a gift. Just a car. The cops know that, because from Packard's gang only one person left and that's the generally innocent Rughead (the geek, who started each race with a piece of cloth). Since there's no longer anyone to be killed, sheriff Loomis closed the case. So no one framed Billy. Yes, he got the car, but it's no longer considered a murder weapon.
