They will ask in English. But if you want to answer in Tamil, UPSC will provide a translator, who will translate the Board's questions to candidate and vice versa.

No, Personality test can be attended in any of the 22 official languages of India. You can attend in either English or Tamil. If you are attending in Tamil, there will be a translator.

If you are aspiring to become civil servant, study Social Studies in school well. Take Social Sciences group in 11th std, identify your favourite subject in 11th and 12th, take the same subject in your Bachelor graduation, so that it can be choosen as optionals. Inculcate the habit of reading newspaper, The Hindu or Express. Regarding the state, it purely depends on the rank, getting good rank will increase the chances of getting Home state posting.
