Yeah, the custom seems pretty strange to us. But I guess it made sense to them.

Shoes are seen as important because it is hard to walk in comfort without them, handing it over has symbolic meaning in the sense that now one person must walk home in discomfort knowing he passed on his duty.

is it because that the lands are given by inheritance as set by Jacob to the individual tribes and their families..?

I think that's along the right lines. Look at how many provisions are made for this. Another example: land was never supposed to be sold in perpetuity, but would always go back to the original family every 50 years in the Jubilee.
