If you only have one size of the needle you need, you can still make it work! Just use the correct size needle on the right hand side, as it will determine the size of your loops as you pull them through, and use the smaller needle on the left hand side. This also can make it easier to knit as the loops will slide over your left hand needle more quickly. For knitting flat you'll have to take the time to switch out which side your needles are on but in the round you just keep going. And obviously this only works if you're using interchangeable needles.

I also plan on knitting a Sailor Swift Top for this summer !! I really enjoyed watching you knitting this, especially in Drops Safran as I also plan on using this yarn. I love your color choice. Personally, I'll knit it in a classic white and navy blue. For your tension, you can make a swatch flat and in the round if both techniques are used in the pattern. If the gauge is different like yours, you can use different needle sizes when you knit flat and when you knit in the round, so maybe you could use smaller needles when you knit flat.
