Kopi Time E052: Kishore Mahbubani on dealing with China’s rise

Kishore Mahbubani, veteran expert on geopolitics and presently Distinguished Fellow at the Asia Research Institute, talks about the urgent need for constructive engagement with China to avoid the risk of a lose-lose outcome for the world. A pragmatic, trade-off oriented strategy to deal with China would help achieve peace and prosperity for all, while ideologically-driven confrontations would only keep escalating matters, in his view. As always erudite, Mahbubani spans global history and geography to draw in lessons for policy makers and non-government observers alike.

I can see there is a possibility of Russia having a better relationship with US and Europe, however it will be in her interests to maintain a good relationship with China as well after that they are neighbours and the last thing one needs is to have an enemy as a neighbour. Both China and Russia appreciate this important point and will do all they can to maintain what they have.

Left alone, those poor Chinese peasants would still be ploughing rice fields with oxen, your great grand parents ? In 1972, labour was cheap everywhere in Asia and Africa. @@rap3208 Manbubani gives critical opinions about Australia,he isn’t asked specifically, he takes the opportunity. Friends might criticise PRIVATELY, not in debates or interviews intending to demean them. I posted links to the videos Mahbubani of which I was commenting. I invite you to do the same of these videos where, you say, Mahbubani “articulate the mistakes and inadequacies of China”. My criticism of him is that fails to “criticise” CCP China, more specifically CCP China’s aggressive and threatening behaviour towards other countries (wolf warrior diplomacy), threatening Philippines, Malaysia, Thailand, Taiwan, particularly Taiwan, over claims to islands in the South China Sea, failure to do anything about complaints from South East Asian and South American countries and Indonesia about Chinese fishing fleets, escorted by “coastguard” boats, now with orders to shoot, fishing in exclusive territorial waters, building military installation on artificial islands on the other side of the South China Sea, builds a blue water navy, specifically instructing its armed forces to prepare for war, invading India, trade war on Australia, he mentions none of these in any videos I’ve see, where are the ones you claim exist ? I come from a country which was not at all anti Chinese, sympathetic to its achievements in lifting more of its population out of poverty and benefitted from the trade relationship , quite pro China. Around 80 % now have a negative perception of CCP China and slightly less see it as a military threat. If you respond, please leave out the tired old Bad America mantra, it's boring. I have personal contacts with 2 of my countrymen, one of whom set up a factory in mainland China, the other entered into an agreement to fund the setting up of a factory to produce goods that would be sold here. Both abandoned those projects and moved their enterprises to Vietnam 3 years ago because of the way CCP China and their CCP business "partners" cheated them. No blinkers.

Fully agree with the observation of Mr Mahububani. he has an excellent understanding on the Chinese government and it's people. The China US conflict also raise the concern of many young people in HK. They speak out in U tube for China and begin to recognise their nationality as Chinese. Even many of my friends who had been brought up in western education got a better understanding of the hypocrisy of the West in particular UK and US. On many aspects I appreciate Professor’s candid analyses on the China and US relation; but on some aspects, I find it lop-sided - eg concern of a stronger China is legitimate by US; so is the Professor suggesting, in the same vein, concern of a stronger USA is illegitimate? In my opinion, the fact that US businesses in China don’t speak out against Trump’s trade war, is a clear indication that China has isolated US businessmen operating in China - may be a bit too simplistic. GE, Apple, Boeing, GM etc... don’t speak out as the trade tariffs aren’t affecting their businesses in China, especially when you examine in details the type of products in the initial rounds of tariffs - they are mostly non-finished goods that Americans need to consume. Tim Cook pleaded with Trump not to raise tariffs on its iPhones, MacBooks etc. On the issue of China implementing the National Security Law, the Basic Law for One Country 2 systems was set up in 1985 by China National People’s Congress immediately after the Sino_British Joint Declaration. Under section 23 of the Basic Law, it requires HKSAR to set up the local national security law; Macau was returned to Mainland in 1999; somehow under the similar sets of Basic Law for MSAR, Macau enacted the National Security Law successfully - the West and their media made no fuss about this but for HK; UK, US and the West made as much noise about this National Security by HK is pure hypocrisy. UK’s pure claim that China violated the joint declaration is pure rubbish and nonsense; but to mention this in the debate as though there is legitimacy here shows there is a lack of respect of China’s sovereign right to determine its own destiny - surely HKSAR doesn’t belong to UK, US, the five eyes and EU. What about the fact that UK left all kinds of landmines after its colonies gained independence; HK’s life-time appointment of judiciary are pro-British than China as many appointees are still white folks. We can say about the landmines UK left in Malaysia, Myanmar, etc... Why don’t these so-called democratic countries lay off their hands on China if what democracy means is respecting the right of China to choose how they want to run HKSAR! China never question when US created a Homeland Security Department to deal with home terrorism. As a nation having Socialist political system, China is exercising true democracy by non-interfering, respecting US’s right to choose and implement its own law than these so-called ‘beacon of democracy” country like the USA. Personally, I feel the discussions were more cautiously framed to avoid calling out ‘a spade is a spade’ that the US and its allies are using HKSAR’s, Xinjiang ‘forced labor’; genocide; Tibet & Taiwan as political tools to contain China; as if only US and the West have the rights to upgrade the livelihood of their own people.

I think you are looking at the situation from a right vs wrong angle, while Kishore is studying it from a purely pragmatic geopolitical viewpoint. The US biz community was defending their interests vis-a-vis China for a good decade before the latest blowout. To let them abide by no laws and go by "free markets" again that ruined 85% of the world? Kishore didn't point out how another day of the US keeping its primacy means another day of people in Latin America and Middle East getting bombed and exploited. Kishore is in some sense advocating that while only thinking about "national interests" in such a simplified sense of just trade and money. There is no trade and money for the majority of the population in those regions but exploitation and death.

Yes, I detect the unconscious biasness towards US too. The example of the Indonesians - they appreciated that China comes with concrete and reliable assistance and that the US comes with empty talk only, and yet the conclusion is that the Indonesians feel more comfortable doing biz with US than with China? That doesn't make the Indonesians seem very smart at all. And to say that ASEAN has to write a "Thank You" note to US for its US in the early days of formation just sounded so self-abasing. When has the US ever done anything purely out of kindness and not because it served her interests as well? Would the US now volunteer to close its hundreds of military bases around the world, where it has no business to be?

@@csking6377 Every nation has its own problems, and none of them are perfect, China makes mistakes, so do US and others. I am educated in the West, without hesitation, I believe what I read from Western media, until when I started to watch some live broadcasts and then noticed how western media can describe similar incidents like the HK protests and Jan6 storming of Capitol Hills in the US. Protests in HK is described as freedom fighters while in US are domestic terrorists by western media. Then most recently the western media described the ‘out of control’ used rocket by China to launch its main space module, similar rocket debris from SpaceX as “lighting shows”. Such hypocrisy is getting too ridiculous - certainly my own observation is coincide with the rise of China. On issue of human rights, politicians and scholars from the West have no shame to talk big on the matter when their fore parents have committed even worst atrocities in the past, really if they have any shred of human dignity left, they should reflect themselves and stop being a lecturer on human rights as they clearly don’t qualified - yet this is being picked up and discussed freely by other parts of the wrold as if they too are divine and noble enough to discuss such topic. When US and EU send their aircrafts carriers and warships to South China Sea - all in the name of freedom of navigation - and when China have their warships and aircraft carriers patrolling their borders, China is posing threat to the world. I wonder what the West would call it if China send their warships and carriers navigating some 12 nautical miles off the coasts of California and Hawaii, I bet the West would be cool interpreting China is also doing it in the interest of navigation freedom. Often enough the West started something that are aimed at encircling or irritating China like Taiwan, if China were to respond on these actions by the West, China is aggressive and bullying the West. Hence when I see all these intellect debates by the West through these kind of forums, they cheery pick to discuss the responses of China but conveniently left out the actions carried out by the West. Such hypocrisies just dominated headline news. The 2021 Strategic Competition report by US made no secrets about spending 300 billion on using media or organizations to pain a picture China is evil and threatening world peace as if the 700 military bases USA has around the world is there to neutralize China’s threat. US and West just can’t accept the rise of China. It’s 21st century, the world order is changing, many poor and developing countries are also rising - however, the West is keen to maintain status quo - dominate the world like they did 200 years ago. At the end, you can’t wake up those from West who still pretend they’re still sleeping.

Kishore's points make sense. Unfortunately, the US has been drunk on power for the last 70 yrs and is determined to maintain its primacy whatever the cost. Let's see if the diversion of funds to contain China leads to a popular revolt at home?

I am a Singaporean living in China. Vast majority of Chinese see their standards of living improving by the year and are highly supportive of their government, rightly so. Competition should be constructive. US can come up with a belt and road initiative to rival China’s if they want to, but all they are doing is to allocate 300 million USD on propaganda campaigns to tell other countries why belt and road is no good. It’s money down the drain rather than put to some constructive use. Also condescending to think that other countries can’t think for themselves. With the lack of strategy and tactics such as this, US is showing clear signs of an empire in decline. Hope they come to their senses some day.

I really like that phrase: “diversion of funds to contain China “ . Diversion of funds has been the fundamental problem of the US in the last 40 years or so during which China’s rise has been remarkable. As US was pouring money in the abyss of unnecessary wars to feed the ego and greed of the 1% of its people, its infrastructures were crumbling, its people were sliding into poverty. China on the contrary, was moving the other way, and achieved exceptional results. Unfortunately, it looks like nothing has changed, and the diversion of funds will continue to the detriment of the welfare of the American people. All in the name of some imaginary so-called “exceptionalism “ that “must grant” America primacy on the world stage. Really pathetic!

If the mere idea that you are unable to beat someone into submission is taken to mean that you have lost, then there is no other option but to try to beat that someone even harder, as any other act that does not yield such a result, even where one that ends up with both sides prospering (albeit one might prosper more than the other) would be considered a failure. For a government run by politicians who never see themselves as failures, nor would admit any failure even if they did, I am of the view that they would rather go to war and see many many people die, may be even themselves, before conceding to having failed.
