1) There were humanitarian corridors in Mariupol but they were constantly being bombed by the Russians. So they didn't last long. 2) The "independent people's republics" of Donetsk and Luhansk were, at least from the Russian legal standpoint, annexed territories and, therefore, part of Russia. So Russia itself cannot all of a sudden go back to calling them independent third countries.
