You can’t compare it to Florida that’s just stupid, and even if they did live in Florida and wasn’t a huge waste the pressure drops a ton and can cause pipe breaks. The truth behind this is a group employees from the city's water sanitation had a contamination but the city wanted to hide it use the bad water anyway. So the employees took the problem in to their own hands and flushed the city's waterlines using the hydrants.
