in ksp2's files somewhere (forgot which folder, theres two of them), there's a physics json with a config for the joint rigidity, i set mine to around 95 thousand, but you can set it even higher and it almost wholly gets rid of wobbly rockets.

the rings not being visible in flight is actually a bug that happens when you reload a quicksafe. it gets fixed if you restart the game
