im confused about the whole "blue absent 3" module. what determines it being absent or present. i understand the colour and number

Yeah I don’t get that either. I understand the color but not the number or the present/absent thing

Absent/Present refers to whether the numbers on the nixie tubes (gray tubes with orange numbers) appear on the dials at the bottom. If either number does not appear, they're absent, but if both do, then they're present.
