Rock was top tier until the Paper mains figured out how to waveshine, but some Scissors mains figured out chain grabs to stay on top of the Paper matchup and then flipped the Rock matchup with edge cancels, but people still argue Paper is the best because in TAS situations Paper always wins or some shit.

The name of the jump is a double jump. Saying "double jump" does not mean you have two jumps left. The double jump is called the double jump because it is the exact same second jump that the character has regardless of whether you jumped from it or you were hit into it. If you are hit in the air you only have a single jump remaining that is called a double jump because it is the same jump that you would do if you were to single jump and then jump again. That's basically two ways to phrase the same thing.
