the fuel for the helicopters cost more than the stolen vehicle. Who pays for that? Not the person who stole the car. Maybe we need some changes or more prisons.

Fuel is prob 2k at most but then pilots pay etc maybe 4 or 5k per chase

Not sure if you caught it from the radio chatter, but I think it was a follow-home robbery after the victim had visited a bank. That's quite a bit more serious than simple GTA.
