Curbing the demand also curbs the supply. It's more important to curb the demand because if the addicts are unable to obtain one drug, they'll simply turn to another. If they can't get drugs, they'll turn to alcohol. If they can't get alcohol, they'll huff paint or glue, etc., etc.
