I’m sure there will be new regulations on building new in these areas. Most of these homes were built before current construction regulations existed. Most of these houses did not have Class A roofs nor did they have preventative fire suppression equipment installed. The folks who make those things are about to get very wealthy.

Mulch is not the issue. Mulch is generally wet. I use it in my garden to keep plants from drying out.
