Prescott reacted to an assault, it was so quick as to be involuntary and clearly self-defence. It was investigated by the police and no charges were brought. The recent incident is still under investigation, the police will investigate fully and charge if appropriate. There is some possibility that this was the same person who had been stalking him and was under a restraining order, if that is the case then it changes the nature of the incident dramatically. If not then its quite clear and he'll probably serve some prison time and lose his seat. You call him a Labour minister but the whip was removed so he is currently an independent. He cannot be removed from his post by parliament or the government so they cannot do more about it. If he gets jail time then a by-election can be forced. These are parliamentary rules designed to prevent the government from removing people from parliament for political gain. It is an anti-corruption measure that creates an unwanted side-effect.
