+Not Another Channel Name No actually it's a smart idea for a huge country like russia If emergency cars need 20 mins to reach destination through traffic it'll save the more than half the time on the sidewalk.. the should just apply harsh penalties and enforce it correctly if there is no enough money to install electric pillars.. after they enforce the harsh penalties for sometime either they'll get enough money to install pillars or people will learn not to drive on the sidewalk..
