Always pay security deposits or rent with a Postal Money Order. If someone does anything shady, report it to the Postal Inspector, making it a federal rap. The Postal Inspector will deal with it or they can turn it over to the FBI.

Overstepped his boundaries though. He never signed a lease to begin with. He can't just give him her apartment when they never had a written agreement. She deserves prison time for the fraud, and reimbursement of what she frauded him of, but no lease, no apartment. Captain Porter didn't have the legal authority to have done that
