Cops seriously screwed up the arrest. They pulled her out of the store when she was near the registers. Since she wasn't significantly past those registers, then she can argue that she would have paid for things -- but some locales claim that hiding items on you is enough, the cops detained her at a time where ANY defense lawyer would get the arrest and charges dropped.

Ironic that you know the answer, that the crime occurs upon concealment, but you persist in a narrative that falsely accuses the police of an imaginary misconduct when that's clearly not the case. The reality is, of course that the woman, who was being detained as an accomplice of the man's copper theft charge, earned a new shoplifting charge when that separate crime was discovered. It's not the cops' duty to be mind-readers and guess that a suspect in another crime is concealing items, and give them a chance to undo that crime.
