The funny thing is what she aim for is a dupe character. Dupe character in this game is use to increased money and fan you get after the song. So i literally useless for 99.99% of player. People only pull dupe if you really really really like the character.

There's that, plus the platinum medals that I believe you can use to increase star rank. Still a lot of money for people who either really like the girl or are one of those hard-core grinders who want that top 10 rank every month. BTW for those who don't know, max dupe level (called star rank) for SSRs is 20. And idk if it was mentioned why she wants it, but there's also the fact that you can get animated cards which weren't around until like 2 years ago and this card's first run was before that so maybe she also wanted the animated one.

Besides going for a specific girl, I don't think there's any reason to roll Memorial gacha passively until you get the character anyway. Kinda like how in FGO even though Tamamo is in Story gacha, you're not really rolling there anyway so other limited rate ups and banners that do include her in the pool would be where you'd eventually passively get her.
