If the game is blocked off and there are remaining tiles in the boneyard, does the next player keep picking up even though they can't go or do you tally up whatever tiles you have after they blocked it off?

Or if Player C played all the tiles, he added everyone's points then he subtracted by nothing (zero points) So 13+3+9-0=25.

How are the points calculated when in a 3 or 4 Player game?

Hi, same way as described since only the winner of the round counts points. So lets say player 1 is the winner and they finished with 2 dots. Player two had 5 dots left, player three had 5 dots and player 4 had 7 dots. You sum the dots of the 3 players for a total of 17 minus the two points the winner had. So this round player 1 won and score 15 points. Othet players have 0 points so far. Cheers!
