I learned how to do this about 40 years ago. It’s kind of like riding a bike. Once you learn it stays with you. I don’t usually whistle with my fingers that often but it sure comes in handy when I need to get someone’s attention. I had to do it inside an airport once and after I whistled people were surprised that a middle-aged woman could whistle like that!

I don't know why start watching this video at 3:48AM. I just followed the instruction and at my first attempt, I whistle loud. Not that loud but yeah louder than I usually do. It works for me. Let me tell you something, I used 1 finger from each hand cause I did not feel comfortable putting 4 fingers in my mouth. Except that I follow the rest as the video instructed.

The point is make sure you are following the steps correctly - what happened to me is I tried many times and the “form” messed up (mouth not covering the teeth or the fingers not forming a nice A) so it helped me starting all over again from the top and try.
