Depends i think its just like moving or talking in your sleep and not having to deal with much of there power or control you could view it as someone is having a very bad dream like a waking up out of breath when waking up from a nightmare

No because klaus was untapped before he was turned into a vampire so he wouldn’t have access to magic . Hope was special she was born that way while most vampires can’t access magic anymore. Only in special cases like a syphon witch turning into a vampire

no technically bc none of esther's children, other than freya practices magic so none of them were actually witches to begin with. the gene was passed down from esther and i guess it remained dormant (for a 1000 years btw) until hope was born because she was the start of a new generation of mikaelsons
