I like to think he's God. He just appears and knows everything. Also how he's kinda repulsed by The Dudes vulgarity makes sense. The Dude reminds him of Jesus and that's why "he likes his style" since Lebowski is a true pacifist who goes through many trials just like Jesus.

It's a nod to what the movie is parodying. The Dude is the quintessential "Hero" of classic Westerns and/or Hero movies, except he doesn't really do jack shit to move the story along (in any heroic way). Sam Elliot is kind of just there as a nod to that and also partly narrate. It's why the line about cuss words is in, a true Cowboy (from the movies) wouldn't cuss.
