I believe that only Kris can actually seal the dark fountains, since it's THEIR soul that is used in order to seal the fountains at the end of each chapter. Until we see Susie able to seal one, I think it's safe to say that only Kris can due to having the soul.

Fox said that they had "finally" started creating the final overworld area for Chapter 3 in his newsletter, which I imagine would take a while. He also mentioned that some polishing and fixing would be needed. For Chapters 4 and 5, there are people working on some smaller things, like puzzles and bullet patterns, but Deltarune's main focus at the moment is Chapter 3.
