If I remember right, in the Smiling Man creepypasta, the man was supposed to be dancing in a weird way too. (At least the version I read.) I remember that part because it sounded incredibly stupid lol. Which might've been what the swaying was supposed to be? Maybe the devs realized him actually dancing looked too silly and had to tone it down, I can't imagine John (or anyone) taking it seriously if the clearly evil dude was just dancing in place across the street and smiling "creepy" at you, he'd just look like a goofy little guy.
