This is exactly what happened between Nico and Lewis in 2014 Hungary. Lewis will not slow down, but he will not fight either. He dont want to lose on time and basically saying "if he is quicker, prove it to me and I will let him pass." The only difference is that Russell simply just drive quicker and get to overtake Lewis while Nico was busy complaining and ended up behind Lewis despite being on quicker tyres.
