Got to admire Shang for how he was in the mountains. He'd just lost his father in battle, didn't have any time to grief at all, composed himself in front of his platoon like a true leader, showed no fear and fights those who did it. Quite underappreciated depth to a Disney character that I feel is overlooked.

No actually, under the circumstances Li Shang let her off very easy. The penalty for impersonation like that is execution, by decree of the Emperor. That was stated early on in the movie. So if anything, he's literally disobeying the emperor to give her a chance at surviving. He wouldn't be able to do anything more than that in front of everyone, especially not the guy in blue, who is an official, and expected him to kill her. The movie doesn't show it, because in the end Mulan saves everyone, but I'm pretty sure even an action like that, not executing her, would have consequences for Li Shang if things hadn't turned out the way it did

The punishment for lying to the emperor, general and captain would be execution of her and her entire family. He let her off easy by letting her keep her horse, sword and even left some food for her. He knows she can survive her way back to the closest city.
