Another thing that I wonder about, why is there no lane striping or marking covering the coal tar? Is there money for asphalt and yet not for paint?

The side road which is an access to town is known as the SD Cooper Road between Robertsfield Highway and the Tubman Boulevard. AB Tolbert is on the other side of Tubman Boulevard Thanks for the update
