In my experience tulips don’t come back! Other spring flowers come back like irises, crocuses, daffodils, but not tulips.

My tulips come back every year. If you don’t cut them down, after wilting, that can inhibit regrowth. They also multiply. I have beds of tulips and daffodils. Also the quality of the bulbs is important. I get mine from Breck’s in Holland. They are always beautiful.
