This E-Lecture discusses the effect of stress in Present-Day English. After an overview of stress from a phonetic and phonological point of view, aspects such as lexical stress, shift stress and weaking are investigated and exemplified. Furthermore, the stress-timed character of PDE is compared with Italian, one of the best known syllable-timed language.

I've actually heard, in my Southern Ontario region, the syllable 'on' and 'no' weakened in especially quick conversation, but obviously the video cannot account for every one of the myriad English dialects.

alaa sami , the answer is so easy just try to utter the word again and u will see the most length letter in the word was /k/ so that we put stress before it.

because it is the start of the second syllable

As a verb, the stress should be placed in the penult syllable (/kaʊn/). Meanwhile, as a noun, the stress should be placed in the ult position (/tə/). But since /tə/ is a light syllable, so the stress is moved to the penult (/kaʊn/). Therefore, "encounter" as verb or noun are both stressed on the penult and it is indicated by the stress mark before /k/.
