I suspect that wasn't intentional, but a side-effect of the logic to make almost every surface in the game climbable. The reason I suspect that is because by designing the game to be one where players can climb on literally almost anything, they probably wanted to use game logic that very consistently made sure such surfaces were behaving correctly everywhere they appear.
