Plot twist: Ocelot actually despises BK. It was just a way to fool Liquid into believing that he was just a unknoweldgable fool who just happens to just consume Birger King. That is also why Liquid didn't think that Ocelot was a double agent throughout this moment.

Ocelot is no fool with a bad palate, and furthermore, he is an ameriboo. He would clearly grasp the memetic legacy, empire, and taste-superiority of McDonalds in America and know about its infamous operations around the world such as the McDonald’s location serving the Kremlin. (Sidenote: we can only assume that the timeline of McDonald’s in this universe has accelerated based on the modern packaging of Liquid’s Happy Meal.) The most outrageous lie he has told is that he, a Western cowboy cosplayer, would harbor no interest or opinions about even a gourmet burger’s taste, to the point of failing to distinguish between any of them, despite burgers being an outstanding symbol of American cuisine-nay-culture at large. This is so clearly a fabrication that we can only be lead to believe that Ocelot is either outright mocking Liquid’s gullibility that he already grasps completely, or is measuring Liquid’s character and juxtaposing Liquid’s personality against their shared hero Big Boss, and finding his son to be extremely lacking. Liquid only goes on after this burger conversation debacle to display his inferiority further by attesting to the financial stability of Beanie Babies, an explicitly volatile asset, while openly allowing his childish emotions of affection towards Inch the Inchworm to get the better of him, interfering directly with his judgement as a military organizer; worse, an organizer with aspirations of reestablishing something as complex and delicate as Outer Heaven. Ocelot was a child soldier too, raised by the most powerful agencies in the world from his earliest infancy, and Ocelot has personally method-acted the part of a cocky, childish military leader during the course of a major political operation, so he is doubtlessly evaluating Liquid as insufficient on a number of different personal levels through just one remark. We can see how Ocelot’s subtle genius and forward-thinking shines through in all of his dialogue and every minute action. Or he’s just trolling as usual.
