The "Snake" isn't a person: it's a concept. Ocelot's concept. Perfected in MGS2. Then, think about Ocelot's role. Every single game he's been pulling the strings in the background to help complete the missions: whether it's ending the Philosophers, or the Patriots. The MGS series is better described as Ocelot's story above all others: revenge against those unseen forces dictating the world's events, trying to free the world from their control. Both of his parents were killed on the direct orders of the Philosophers, then his idol Big Boss betrayed by the Patriots that took their place. Ocelot was simultaneously the primary protagonist *and* antagonist. Then MGS4: the culmination of his plan. All the "true Snakes" he'd help to create - Big Boss, Solid, Raiden - working together to their primary purpose of ending the Patriots and rid their control, whether they realised it or not. His only miscalculation was assuming that the world would be plunged into chaos, all-out war where the strongest (the soldiers) survive, in effect creating Big Boss' Outer Heaven. He didn't account for the non-combatants being the ones to truly save the world: Otacon, Naomi, and Sunny, who prevented the total shutdown of all systems with their worm. He himself blinded by his life in war and conflict, corrupting his worldview and making his goal of ridding the world of the influence of the elite a dangerous one, one that would be completed at the expense of humanity. I firmly believe that Ocelot is the single greatest character ever created, in any fiction.

Everything that happened in this game was orchestrated by an A.I. system (GW) that was running a test. The point of the test was to see if it could shape and mold an individual (Raiden) by manipulating all the events and circumstances around that individual. Once it succeeds in doing this, it can then move out into the real world and begin using the same methods from the exercise to shape global events and manipulate the global population.
