Great Information, I have my CFI initial this week. A question I had is on the instrument time for a commercial certificate vs. for an instrument rating. 61.65(d)(2) states that 25 of the 40 instrument hours required can be given by just a CFI and specifies only 15 hours are needed to be given by a CFI-I. Why can the 10 hours of required instrument time not be accomplished by a CFI for a commercial certificate? Thank you.

The FAAs regulation writers are very specific in their wording (or so they think). So, let's look at this in the 3 different aspects of "instrument instruction". The first would be the 3 hours needed for the Private. 14 CFR 61.109(a)(3) use a very specific wording of "on the control and maneuvering of an airplane solely by reference to instruments". It does not state "instrument instruction". This is expanded on in 14 CFR 61.195(l) where it states that a CFI without a CFII can perform this training. SImply because we are not asking them to learn how to fly in IMC, but merely how to get out of it should they ever enter it. The second is the 14 CFR 61.65(d)(2), where it refers back to 14 CFR 61.65(c), which states that the instrument training must be given by an "authorized instructor", meaning one that holds a CFII. Finally, the Commercial reference in 14 CFR 61.129(a)(3)(i), where it also states "instrument training". This makes it match up with 61.65 in regards to the authorized instructor who can perform the training. Hope this all helps, and good luck on your ride this week.

Hey Todd. Thanks for the explanation. I have a question about the 10 hours of flight instrument, so as a CFI I don't meet the requirements to give the commercial single engine unless that I have the CFII? I did not get it clearly, could you please explain it more!

Correct. A CFI doesn’t have the qualifications to give training for “Ten hours of instrument training using a view-limiting device including attitude instrument flying, partial panel skills, recovery from unusual flight attitudes, and intercepting and tracking navigational systems” Per 61.129 (3)(i) When I received my commercial rating, I previously had obtained my instrument rating, which naturally fulfills this requirement. Now, you don’t have to have an instrument rating to go for your commercial rating, but you would at least need a CFII for those 10 hours of instrument training. So you, as a CFI, can submit a student for their commercial checkride as long as they have obtained those 10 hours of instrument training with someone who is a CFII.

Dallin is right on this one. You can not do the commercial rating all the way through if you do not have the CFII to knock out those 10 hours.

Todd, are you sure the instrument instruct for Commercial can’t be given by a CFI without and instrument rate on their instructors certificate? 61.129 (3)(I) says - (i) Ten hours of instrument training using a view-limiting device including attitude instrument flying, partial panel skills, recovery from unusual flight attitudes, and intercepting and tracking navigational systems. Five hours of the 10 hours required on instrument training must be in a single engine airplane. I looked through that and don’t see where it states the instructor must be a double-I. Please educate me if I am incorrect. Thanks!

Of course I am sure. Anytime you give you give instrument training, the CFI must hold a CFII.

@@ToddShellnuttCPC Thanks for the reply! I was looking for the reg that stated it and looks like it's under 61.193 (6). Am I correct? As usual you have to dig through the regs to get the answer. They don't make it obvious, and looking at the Private Pilot aeronautical experience there are 3 hours of instrument flight training required in an airplane and you don't need a CFI-I to complete that. Hence the logic behind my question. Seems like per 61.193 it's the fact you are teaching Navigation tracking that pulls in the double-I requirement versus just the basic instrument training required for the PPL.

@@brianb5594 Yep. The Private Pilot instrument time is controlled under the 61.195(l). It's not considered "instrument" instruction, so no CFII would be needed in that case.
