When you make a call you enter you PACTs number which enters you into your account. This can be bypassed by having a phone number approved by the CO's on someone else's account. You can then use that inmates account to make calls to that approved phone number. It's a very easy system to get around. I was paid 18 dollars a month to sell half of my phone minutes to another inmate. He was call whoever that approved number was from my phone account
