All the devolved governments in the UK, namely Scotland, Wales, and Northern Ireland have all had to scrap the winter fuel payments. When Labour devolved the Winter Fuel Payments, central Government (Westminster) did not give funding (£160million for Scotland) and expected the devolved Governments to take the money out of their block grants. The blame for WFP being scraped lays squarely at Labour, and no one else.
