There are photo traffic cameras all over Medellin, there are transit cops on motorcycles who sit on corners and pull over random drivers all the time, you see them every day all over the city with blue shirts on.

You're money in dollars don't go 4x farther in Colombia. Food such as bread, eggs, milk, pasta, soap, are the same price or more. Cereal, shampoo, can be bought cheaper in the US. Coffee and beer is somewhat cheaper but you're really not saving money on food in Colombia. Rent prices aren't going to get you 4x the housing than in the US. Maybe 5 or 10 years ago your dollars could go 2 or 3x farther but you're not going to save life changing money living in Medellin.
