One of the earliest hurdles to certification I can see is not only ensuring staff are up to the standard required but getting experienced staff in the first place that are willing to apply to a brand new startup that is initially intending to operate through a carrier airline until full certification is acquired. Being based in Ireland, I'm not sure how our certification works but we have Ryanair and, being so close to the UK, I would imagine it's very similar here. Basing it in Shannon wouldn't pose much difficulty in getting certification in Ireland. In fact I'm thinking (because of replies to previous comments on the series) that'd be the least of the issues regarding having Shannon as a base.

How does certification work when you're flying to different countries? Do you have to be certified in all the countries that you are flying to/from? Or is it just the country where the airline company is based.
