Not everyone. My daughter has a 14 year old shitzu. If anything is different with her she immediately takes her to the vet. Cuddles is an inside dog. Only taken out by very feel people. Her, myself, her boyfriend and her kids (who live with her dad). She always is on a leash and only take her to certain areas where there is no human traffic. Other than that she goes in the car to vet or her dad's to visit the kids. We are both extremely protective of cuddles. Only let her walk beside us. Not behind us. When she goes potty we watch her but she is still on the leash. I've already stood between her and strange animals when they tried to approach. Chasing them away if I have to. .
