While rings aren't evenly spead over the whole of Earth, a lot of the gravity exerted by the rings is cancelled out by the debris on the other side, so the gravitational force exerted would be minimal at best, and we wouldn't have tides at all because the rings are "static" in that its mass distribution doesn't change. The water levels would drop for sure
