The huge construction you were wondering about will be the new Ataturk Cultural Center. It will include and opera, concert halls, a museum etc. A pretty huge thing that will definitely turn into a landmark of the city.

Only in well-known/touristic cities you can find English speaking Turks. But if you go to Eastern Anatolian region, no one virtually speaks English.
