The word "Android" is actually being misused in DBZ. In the original Japanese, Dr. Gero called his creations "Artificial Humans", and in truth they were an eclectic mix of true androids (like 16 and 19) and cyborgs (like Gero himself as 'Android' 20.) 17 and 18 were normal human teens that Gero kidnapped and turned into cyborgs, which explains most of why they went on to betray and destroy him. It also explains why 18, and IIRC 17 as well, were able to eventually have children of their own.

It can be assumed that Vaporeon is measured by height rather than length even though it has a long tail because the other Eeveelutions are measured by height. That would make it 3'3" tall, and that's assuming it's being measured to the top of its head. That also makes it one of the three tallest Eeveelutions, along with Espeon and Sylveon. However, it's also the heaviest Eeveelutions at over 60 pounds, making it way heavier than even the others in its height bracket. That tail is contributing a lot to Vaporeon's size, so it can be assumed that it is very long because of it. It's possibly at least twice as long as it is tall, which would probably put it at around or over six feet long. This is all just conjecture of course, but it's based off of how a lot of animals with long tails generally tend to be, like lizards, fish and cats. This would make Vaporeon not only the heaviest and one of the tallest of the Eeveelutions, but also the longest. Now I'm realizing how big Vaporeon would actually be next to a real human. It's probably actually huge!

In all honesty I’m pretty sure the height of for instance vaporeon would actually be measured from bottom of the front foot to the top of the front shoulder. My reasoning for this being that’s how actual wild animals are normally measured.
