With the pods up, there should be no "off" position of the headlight switch. The system was designed to flash the headlights with the pods up when the three position switch was turned to the up position. Pods up, switch in "down' position, headlights on. Pod up, switch in "up" position, headlights flash. The system works properly on my car.

So that's how the flasher relay is supposed to operate. Thank you, I shall check the flasher relay. One thing I didn't show is that the headlights switch off when they are lowered.
