It makes it hard to think and create new habits. but the good thing is that it gets way easier as your anxiety lessens. so, all you need to focus on is to lessen your anxiety just a bit so you can have a clear mind (meditate and exercise. instead of staying up a while longer, sleep when you're tired.) The most important thing to remind yourself always is that fear itself is the ultimate enemy (not the fake enemy that fear is telling you is the enemy). so just focus on eliminating the fear and don't listen to it because then you would be feeding into it. eliminate, don't listen.
