Look buddy it is arms business many countries supplied weapons to Both LTTE & srilankan army till 2006. There is talk that LTTE had support from Christian missionaries. Even Norway,Sweden supplied Aircrafts & battle ships to LTTE. Many European countries didn't even recognize LTTE as terrorist organization. The post 2000 , many new caders were forcefully recruited and they had little knowledge of what they were fighting for. During 2006 - 09 , ltte was short of human resources was the main reason. Also other reasons like karuna leaving, anti terrorism attitude post 9/11 and srilankan government better equipped with experience of 30 years are other reasons.
