Valuable overview. The comparison to Simon Sinek is interesting. I'd argue at first glance that the first four steps, and stakeholder engagement in them - the "therapy" - are all part of getting to what Sinek would consider the "why" even as they meet other needs, while the last three deal with the "what" and the "how" while applying the lessons of the "why".
